Two pro-Tibet activists managed to break through a cordon of 1,000 police officers to wave a flag at China's envoy, but were swiftly removed. Jacques Rogge - President of the International Olympic Committee (IOC) - told Associated Press news agency that he was engaged on a daily basis in "silent diplomacy" with Beijing on Tibet and other human rights issues.
