Performance 'Art'

I sometimes wonder if purported artists could be prosecuted under the Trades Descriptions Act, but who would police this offence? The Arts Council? It funds and promotes a lot of trash masquerading as art. Take this South African fruitcake Steven Cohen. Last year French police arrested him in Paris for sexual exhibitionism: dancing with a live rooster tied to his penis! On Monday a Paris criminal court found him guilty, but imposed no penalty on him. The fruitcake is furious that his performance "art" was stopped and threatens to complete his live rooster dance (CLICK). I wonder what the RSPCA would do if he tried this in England.
